This build is not much different then from the WinHEC 2004 build, it introduces a new wallpaper.
In the Control Panel some options only display an HTTP Error and the option Performance and Maintenance leads to a crash of Explorer.exe, the Help And Support program also.

As with 4083, the start menu is not filled, only the startup folder, a migration application and Windows Messenger are included.
You can however run Calculator, Command Prompt, Paint from the Run box, but Wordpad and Outlook Express only generate an warning and the application then closes.
The default theme is Slate, but also included are Jade, Windows XP's Luna and Windows Classic, but Windows Classic can't open due to missing files.

VoteNow
Included in this build is an internal application named VoteNow.exe it display's a message so that the employees using that build can vote the build after some time (~4 hours).

Installation
This build has a problem with formatting, you can partition, but when you try for format, it display's an error that it can't find a DLL file.
You can partition with this build and then format it with an earlier one, or a later one.
