The Setup Billboards have changed in style and after setup you notice on 16-bit and higher color that the Plus! icons have been removed and replaced with higher quality regular icons.
The black wallpaper has been removed and replaced with just the tiles on the desktop, Explorer has been updated with the HTML view, Windows 95 C (which is from a later date) has also this style.
Internet Explorer got a new About Dialogbox which is animated, Outlook Express is changed once more and now also has a Splash Screens in the style of Microsoft Office 97.
New to Windows is Microsoft NetMeeting, a conference call application.
Windows Helpdesk has been replaced with with Windows Help which is rebuild from ealier versions of Windows, now using renders it as HTML pages.
