This build now reboots after the 2nd stage before completing the Setup. In the final stage there are a few new options that Setup processes.
After the login the Explorer reverts to the Windows 95 style and Internet Explorer 3 is installed instead of version 4.

In the 2nd stage there is a error that it can't find the files, change the path to your installation directory which contains the Windows 98 installation files.
