Fixes
            OOBE error
OOBE is broken, which means it generates an error. You need to skip the OOBE and create a new user.
You can skip OOBE by open a the Registry Editor (when the error is displayed) with 
Shift+F10 and then type 
regedit.
Got to the key 
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE and create a new DWORD called 
SkipMachineOOBE and set it to 1.
Then go to the key 
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\State and set the 
ImageState to 
IMAGE_STATE_COMPLETE.
In our test we restarted after and then on the login screen used SHIFT on RESTART (bottom of the 2 power options) and started the machine in Safe Mode (4th option under restart).
Then created in 
lusrmgmr.msc a new user.  Then just reboot and you can login, but when starting programs or starting options it could take a few seconds to launch.
