Building it
Follow the steps below to make your own Windows PE.

Install Windows ADK with the Preinstallation Environment option.
Open the Command Prompt from \Windows Kits in the Start Menu.
Execute CopyPE x86 C:\WinPE_x86 (amd64 for x64).
Execute MakeWinPEMedia /iso C:\WinPE_x86 C:\WinPE_x86.iso (amd64 for x64).

You can customize the image yourself by mounting it and using dism with the add-packages switch before creating the WinPE Media.
